OUR SERVICES Each state legislature sets its own method for the organization of charter schools. In Arizona, charters are granted by a state organization and Leona owns and operates the charter contracts its receives. In
the Midwest states, charter schools operate under a contract issued by
an authorizing body, such as a state university, to a group of community
volunteers who form an academy board of directors. In these states, The
Leona Group is hired by the boards to provide direct management services.
